Genji and his victorious G.P.S. alliance find themselves facing down a new challenge by the students of Hosen Academy, feared by everyone as 'The Army of Killers.' The two schools, in fact, have a history of bad blood between them. And the simmering embers of hatred are about to flare up again, burning away any last remnants of the truce they had so rigorously observed until now.

High school students Takeshi and F1 were working part-time to earn money by stealing mopeds and selling them to delinquents. One day, Ayaka, who has transferred to the school Takeshi attends, joins them, and the three of them decide to steal a moped. When he tries to steal a moped parked in his apartment, he is found by a woman wearing a mask who seems to be the owner. Takeshi and his friends escape on a motorcycle, but they are quickly overtaken by a running woman with unbelievable physical abilities. In the year 199X, on the dark, shady streets of New Kabuki Town, the free-for-all between gangs of young delinquents and a corrupt police force is further complicated by the appearance of a mysterious girl named Asuka.

The Amamiya Brothers, Masaki and Hiroto, keep looking for their older brother Takeru who disappeared one year ago. The three Amamiya brothers lost their parents when they were young. Upon hearing that his former cellmate, Ken Kohinata, is in danger, Daiki, along with two companions he met in the detention center—Kaito Sakaguchi and Ryuichi Maki—causes trouble at every turn as they head to Tokyo in a stolen car to save Ken.
