Long ago, a fallen Makai Priestess named Higari became too powerful and after tampering with powers no one should wield, she had to be stopped and was eventually sealed away by another Makai Priest named Sougen. Using his body and his own life, he created the Tougen Flute and sealed Higari shortly after his death. However, through a special ritual, those who seek Higari's power can resurrect her by replaying eight notes on the Tougen Flute to undo Sougen's seal. In the present, while Kouga Saezima has travelled to the promised land (Garo: Soukoku no Maryu), two fallen priests,Jabi and Rekka, will attempt to return Higari.

The spirit of Kiba the Dark Makai Knight influenced everything since the beginning. Though he called himself a Makai Knight, Kiba was no different to a Horror. Kiba's spirit resides inside what was once a grey colored Makai Armor that's filled with the dark knowledge of Makai Power. As Barago absorbed Horror after Horror, Kiba eventually deformed into an organically pure black armor with a cape. Kiba assumed full control over his host upon Meisha's defeat by Kouga.

Tomoya leisurely sketches the Ultra Monsters in his sketchbook but an unknown forces suddenly radiated the book. Misuzu, Kenta and Chigusa discover several Spark Dolls, which were thought to be sent into outer space but somehow returned to Earth. Hikaru soon arrives, and soon the group are transported into a virtual room by Tomoya's Gunpad. The room itself has several Spark Dolls in its collection. Tomoya introduces them to the Livepad, a tablet which allows its user to use UltLive simulations by simply scanning the Spark Doll via the tip of its pointer pen. The group begins experimenting with the new technology.

After the events of Ultraman Saga, Ultraman Zero goes to the Monster Graveyard to train with his new powers. There, Zero encounters Alien Bat Glacier; a follower of the original Bat that took over the alternate world. He revives the monster army, the Four Beast Warriors of Hell from the Graveyard to fight Zero for defeating his leader.

A 1979 Japanese tokusatsu kaiju film produced by Tsuburaya Productions, consisting of re-edited material from the original television series Ultraman. Ultraman: The Great Decisive Battle was the 1st movie of the third Showa phase (Jissouji's Ultraman being first and Ultra Brothers vs. The Monster Army being second) and because of this Tsuburaya decided to make this a reunion of the last 12 Ultras (aside from Ultraman 80 which hadn't come out yet). Tsuburaya decided to give this a different tone than Jissouji's Ultraman, having more new scenes and appealing to the all-Ultra fan.

Chief Kuroki tells the team that they will soon be meeting Beet Buster and his new Buddy Roid, but before any introduction can be made, the Soujikiloid attacks. Soon after Hiromu learns that the two new Go-Busters originated from Hyper Space, he challenges them to a duel, suspicious of their motives. Yapool has returned after being injured in Ultraman Ginga S. He masterminds several attacks on Shou's homeworld, the Victorian kingdom in an attempt to get to the Victorium Core. Ultraman Hikari appears and grants Shou the ability to transform into Knight Mode with the Knight Timbre. Now free from their Spark Doll forms, some of the Showa Ultras join Victory in his fight.
