Владимир Стеклов родился 3 января 1948 года в городе Караганде. В 1949 году семья переехала в Астрахань. С девятого класса Владимир Стеклов занимался в театральной студии. В 1966 году окончил среднюю школу № 66 города Астрахань. По окончании в 1970 году Астраханского театрального училища по специальности «актёр драматического театра и кино» служил в Советской армии (в музыкальном взводе ГКНИИ ВВС им. Чкалова в Ахтубинске). С 1972 года работал в Драматическом театре им. Островского, города Кинешма. С 1977 по 1982 гг. работал актёром Камчатского драматического театра в городе Петропавловск-Камчатский. С 1981 по 1989 гг. Владимир Стеклов — актёр Московского драматического театра имени Станиславского. В кино Владимир Стеклов начал сниматься в 1983 году. С 1989 года играл в театре имени Ленинского комсомола. С 1996 года работает актёром театра «Школа современной пьесы». В 1999-2000 годах прошёл подготовку к полёту на станцию «Мир», но из-за недостаточного финансирования проекта (съёмки фильма «Тавро Кассандры») в космос не полетел.
