A not so clever guy called Bertie with a Opel Manta (a low budget European sports-coupe from the '80s) gets competition in a street race from a guy with a fast Mercedes, and another slick guy with a Ferrari tries to get his hands on Bertie's girlfriend.

Two friends are into shakotan, the Japanese term for low-riders. The adventure of low-riding youths includes picking up girls and cross-cultural drag racing.

Takahiro Yamane is the owner of an automobile tuning shop. His friend, Junichi Tashiro, has a girlfriend Nozomi who's a reporter and has connections to the race driver Keiichi Tsuchiya. Tashiro accepts a challenge from another street racer named Sawaki, and dies in the attempt. Nozomi shows Takahiro the Skyline GT-R that she bought for her late boyfriend. She gifts this car to him. Takahiro, while discouraged by her not to drive the Shutoko again, Sawaki challenges him to a duel.

A boy named Kenichi, has been diagnosed with terminal cancer. His most favorite car is the Skyline GT-R (BNR32). His only wish, was to become a professional driver, like his idol Keiichi Tsuchiya. His older brother sells not only his car (Silvia K's (S13)), but also his father's car as well, in order to buy a Red GT-R (BNR32). The elder brother chose to race on the streets because he knows his Kenichi won't be able to see it by the time he went pro. One day while visiting the tracks, the little boy happened to bump into Tsuchiya and was taken for a ride. As the younger brother's condition becomes worse, and on his deathbed, he makes his older brother promise to become a professional driver, and to beat Tsuchiya in a race.

Street racers challenge each other to exceed the current speed record held by the F1 racer. However, in order to break the record of the Megalopolis Express Freeway, you need to have "luck" in addition to a high-powered street-machine and driving technique. And you must be able to conquer "Devil’s Curve" Racers bet their dreams and their lives against one another in a dangerous game of speed.

Easygoing Cheung (Julian Cheung) is a car magazine writer by day, and street racer by night. Uptight Lion King (Michael Lam), who enjoys scalding hot baths to build up his pain threshold, is his sworn rival. Lo Yi is the cop assigned to stop them from terrorizing the streets. He institutionalizes his daughter and moves to the Lille suburbs with his mistress, who promises him a new butcher shop. Learning that she lied, The Butcher returns to Paris to find his daughter.

After a dreadful incident coupled with an ungovernable paroxysm of violence, a butcher will fall into a downward spiral that will burn to the ground whatever dignity still remained in him.
