In the beginning of the 19th century, Johannes Elias Alder is born in a small village in the Austrian mountains. Kuhle Wampe takes place in early-1930s Berlin. The film begins with a montage of newspaper headlines describing steadily-rising unemployment figures. This is followed by scenes of a young man looking for work in the city and the family discussing the unpaid back rent. The young man, brother of the protagonist Anni, removes his wristwatch and throws himself from a window out of despair. Shortly thereafter his family is evicted from their apartment. Now homeless, the family moves into a garden colony of sorts with the name “Kuhle Wampe.”

Oskar Matzerath is a very unusual boy. Refusing to leave the womb until promised a tin drum by his mother, Agnes, Oskar is reluctant to enter a world he sees as filled with hypocrisy and injustice, and vows on his third birthday to never grow up. Miraculously, he gets his wish. As the Nazis rise to power in Danzig, Oskar wills himself to remain a child, beating his tin drum incessantly and screaming in protest at the chaos surrounding him.
